Amazon sells all of his CDs. eBay is a good source for records.

Not unless somebody can guarantee me I won't get sued for it. I don't see that happening any time soon.

There isn't one. It is the joke. You wouldn't believe how many people have asked me this question.

Too Many Songs by Tom Lehrer is the most complete book. It doesn't have all songs though, so you may want to check before buying it.

Who holds the rights to Tom Lehrer's songs?

Unfortunately I have no idea. My best suggestion is to contact Rhino Records, who has put out the most recent Lehrer CDs.
